The primary responsibilities of the Trade Compliance Specialist II are to assist the Trade Compliance Manager in the development, implementation and maintenance of both import and export compliance programs and GTS.  Strong emphasis on supporting regulatory Import/Export compliance and interfacing with Groups, Divisions and employees at all levels of the organization to include training, developing and advising upper management and staff.  This position is a subject matter expert in one or more specific areas of the law such as Free Trade Agreements, HTS Classification, ECCN classification, Duty Drawback, Reconciliation.  The Trade Compliance Specialist Acts as a liaison between end-users, IT, and other cross functional teams and professionals in the analysis, design, configuration, testing and maintenance of systems to ensure optimal operational performance including but not limited to GTS.

Responsibilities

  • Coordinates inbound shipments to ensure timely process and receipt of material by managing Customs and FDA clearance of incoming shipments by working closely with Customs brokers to resolve any Customs and/or FDA and other agencies holds during clearance
  • Reviews and audits documentation submitted to CBP for accuracy and comprehensiveness.
  • Tracks liquidation status of all entries. Monitors liquidation for duty advancement or duty refund.
  • Determines the correct Harmonized Tariff Schedule (HTS) classification, preferential and non-preferential Country of Origin (COO) for all products. Maintains records to support HTS and COO determinations.
  • Determines the correct Export Control Classification Number (ECCN) and Export licensing requirements for exported items. Maintains records to support ECCN classifications.
  • Maintains parts database for all imported parts. Makes corrections as necessary and notifies appropriate individuals.
  • Maintains import and export-related documentation in accordance with governmental regulations.
  • Assists with the Sanctioned Party Screening and false positive hit resolution.
  • Assists in the development of Standard Operating Procedures (SOP's) based on applicable governmental regulations as they pertain to the importation or exportation of commercial goods & information.
  • Provides training to the applicable departments/personnel on their responsibility for compliance with import/export regulations.
  • Interprets CBP, BIS and other government agency regulations, as well as current logistic trends and makes suggestions to management that could impact the company's compliance status.
  • Provides specific, applicable information concerning governmental regulations regarding the importation or exportation of commercial goods to management, so that management can make informed decisions regarding the importation or exportation of commercial goods and information.
  • Identifies opportunities to secure duty refunds and take advantage of duty saving programs.
  • Works on special projects and other duties as assigned. 

Qualifications

  • Bachelor’s degree or equivalent in International business, Business Administration, Business Information or related discipline.
  • Subject matter expert in one or multiple areas of the law such as HTS, Origin, Free Trade Agreements, Customs Valuation, Reconciliation.
  • 5+ years of experience in export and import trade compliance.
  • 5+ years database management experience.
  • Working knowledge of US Customs Harmonized Tariff Schedule, Government Agency Import/Export regulations.
  • Solid knowledge of HTS and Country of Origin rules.
  • Quantitative skills with proficiency in data analysis and modeling (MS Excel) and presenting (MS PowerPoint).
  • Ability to create presentations and present to technical and non-technical audiences.
  • Skill in creating statistical reporting, including skill in composing logical, detailed and analytical reports.
